Hellmut Wollmann — is Professor Emeritus of public administration and public policy at Social Science Institute of Humboldt University at Berlin, before (1974–1993) at Free University, Berlin. Research and publications focusing on comparative (local) politics and administration (relating to Western as well as Eastern Europe) and evaluation research. From 1983–1996 he served as a Chairman of IPSA Research Committee on Comparative Local Politics and Government. In 1999–2001 he served as a President of the European Evaluation Society.
